A miniszter a rendeletben összeirat minden fegyvert és felszólítja a haza polgárait, hogy „minden nemü fegyvereiket, miknek hadban hasznát vehetni, a’ haza védelmére ajánlják fel, és a t. hatoság elnökének adják be.”
